RULES

Welcome

Platinum IE welcomes the players, coaches, referees, parents, and friends to our tournament series and thanks everyone for attending.

General

Our tournaments are open to all Boys & Girls 2016 – 2006 affiliated with USYS, US Club Soccer and nonaffiliated teams. Online applications will be accepted on a first-come first-serve basis. The Tournament Committee reserves the right to accept or reject any application.

Eligibility

Teams will play in age brackets for the 2024-2025 seasons and must have valid, laminated player cards. For tournaments held in July and August 2023-2024 and 2024-2025 cards will be accepted. All other tournaments only 2024-2025 cards will be accepted.

● 2016-2015 groups will play 7v7, 2014-2013 groups will play 9v9, and 2011 and older will play 11v11.

● Maximum roster size: 2016-2015 (12 players), 2014-2013 (16 players), 2012 (18 players), 2011-2006 (22 players) with a maximum of 18 dressed per game.

Conduct

● Coaches have responsibility for the conduct of their players, bench, friends, and spectators at all times.

● Team players, parents, and supporters cannot wait in the immediate area next to fields where teams need to set up during games. If a team or its team members refuse to move as directed by field marshal\staff, they will be disqualified from the tournament.

● Coaching from the sidelines (giving direction to one’s own team on points of strategy and position) is permitted, provided that no mechanical devices are used and the tone of the voice is instructive and not derogatory.

● Each coach or substitute remains within 10 yards on either side of the halfway line.

● No coach, substitute, or spectator makes derogatory remarks or gestures to the referees, other coaches, players, substitutes, or spectators.

● No coach, substitute, or spectator uses profanity or incites, in any manner, disruptive behavior.

● If, in the opinion of game officials, a game must be terminated for misconduct of players, bench or spectators, the offending team can be suspended from further play and forfeit that game and all remaining games. In this event, all previous points earned will revert to a 0-1 loss.

● Any player or coach ordered from the field of play (RED CARD) will not be allowed to participate in the next match as a minimum and if violent conduct occurs the player or coach may be ejected for the remainder of the tournament at the discretion of the Tournament Director. Two YELLOW cards issued to a player during a match shall be ejected for remainder of the match BUT will be allowed to play their next game.

● Referees shall pull and hold player cards for any player receiving a red card. The card will be returned to team at the next eligible game.

● Any player or coach who assaults a referee will be expelled from the Tournament immediately and reported to local authorities and the teams registering organization.

● Disciplinary measures imposed by this tournament organization for inappropriate behavior shall not be limited to placing restrictions upon an individual player, coach, and spectator or team’s participation in the tournament. Such disciplinary action will be as determined by and at the discretion of the Tournament Director or designated Field Marshall and can include exclusion from further tournament participation.

Team Staging Between Games

Teams and team supporters playing a game should get priority set up on the field they are playing on.

Team players, parents, and supporters cannot wait in the immediate area next to fields where teams need to set up during games. If a team or its team members refuse to move as directed by field marshal\staff, they will be disqualified from the tournament.

Roster size

● 2016-2015 groups will play 7v7, 2014-2013 groups will play 9v9, and 2011 and older will play 11v11.

● Maximum roster size: 2016-2015 (12 players), 2014-2013 (16 players), 2012 (18 players), 2011-2006 (22 players) with a maximum of 18 dressed per game.

Check-In

Teams will check-in a minimum of 45 minutes prior to their first game at Tournament Headquarters in the building with a ramp next to the main gate.

Players are NOT required at check-in.

At check-in, laminated player cards with photo and white forms\medical release forms will be required at registration.

In lieu of a valid player card issued by USYS, US Club, AYSO, or any other entity affiliated with US Soccer, an Original Birth Certificate, Passport, or any other government issued ID will be accepted along with a picture ID issued to the player. No digital or photocopies of documents or player cards will be accepted UNLESS the player card is issued by the club the team belongs to. Photos of player cards from other clubs\teams will not be allowed.

Players playing "Up" or "Down" an age group

Players must play within their own age group, or older.  Not younger regardless of gender.

Players playing on more than one team

A player can only PLAY FOR ONE TEAM per tournament. Players CANNOT play with another team, even if from the same club.

Failure to comply with this rule will cause forfeiture of games for BOTH TEAMS.

Roster Freeze

There will be no additions to the team roster after the start of the team’s first game. Roster is frozen at that time.  It is your responsibility that your roster is complete when you check in.

Game Procedures

● Teams not ready to start at their scheduled time will forfeit their game. Referees decision.

● Teams that forfeit a game will have their game score recorded as a 0-1 loss.

● Player I.D. cards and game card must be presented to referees before start of each game.

● There is no grace period. Teams must have the required minimum players to start game. 2015-2013 (5 players), 2011 and older must have 7 players.

● To speed up the start of games, there will be no coin toss before the start of the game. The HOME TEAM will be listed first on the schedule and will sit (team, coaches, parents, bench) on the North or West side of the field, choose what side to defend, provide the game ball, and wear light\white colored jersey. The “away” team will be listed second on the schedule and will sit (team, coaches, parents, bench) on the South or East side of the field and will wear a DARK COLORED JERSEY. In case of a jersey color conflict, at the referee’s decision, the HOME TEAM WILL CHANGE JERSEY COLOR.

● Referees have been instructed to start all games on time. No injury time will be added*.

Protest

All decisions, judgments, and rulings of the tournament referees and officials are final. NO PROTESTS WILL BE ENTERTAINED OR ALLOWED.

Coin Toss

To speed up the start of games, there will be no coin toss before the start of the game.

Match Rules

All games shall be played by, FIFA Rules as modified by USYSA, US Club, and Platinum IE Tournaments. The Tournament Director will resolve any situations/issues not explicitly covered by the rules. The Tournament Director will make final decisions relating to the interpretation of the Tournament rules. However, the Tournament Director may delegate authority to the Venue Director if the Tournament Director is absent from the game.

All preliminary games may end in a tie. There is no overtime on semi-final & Finals games, if games are tied at the end of regulation, game will be decided on kicks from the penalty spot.

7v7 & 9v9 Game Rules

7v7 has a build out line, and heading is now allowed.

9v9 doesn’t have a build out line. 2013 IS allowed to head the ball, all others can’t.

Player Equipment

● Shin guards are mandatory for all players.
● Proper soccer shoes must be worn by all players (those that contain a toe cleat will not be allowed)
● Players must not wear anything dangerous to himself/herself or another player (including jewelry)
● No player will be allowed to play with an injury that could be aggavated by playing or which, in the referee’s opinion, constitutes a danger to themselves or others.

Scoring System*

Win = 3 points
Tie = 1 points
Loss = 0 points

*Note: No extra points will be given for a shutout. A forfeit win will be scored as 1-0.

*Note: Points will not be deducted for red or yellow cards.

Tie Breaker*

Ties in points in pool play shall use the following tiebreaker rules in order:

1. The winner in head-to-head competition, only if all teams tied have played each other in that flight

2. Shutout wins (forfeits not counting).

3.Goal differential (goals scored minus goals allowed to a maximum differential of 4 per game)

4. Least goals allowed.

5. Most goals scored.

6. FIFA kicks from the penalty mark

7. In the event of a tie between 3 or more team’s, head-to-head will not be used.

Awards

Teams reaching the final of each Age Bracket will be awarded trophies and medals at the conclusion of their game at the awards area. The winning team will be presented with the team Championship Trophy and individual player medallions. Finalist will receive individual player medallions

Inclement Weather

In the event of inclement weather, which the Tournament Committee deems as being unsafe conditions for the players and/or the fields, and competition cannot continue:

● Matches that are at halftime or are in the second half will have the score stand as final.

● Matches in the first half of play may be shortened, kicks from the penalty mark, or other means, as determined by the Tournament Committee, may be used to determine winners.

● If the tournament is canceled due to inclement weather before the start of competition, teams will be issued partial refunds according to Refund Policy.

Refund Policy

● Full refunds will be made to all teams that are not accepted.

● No refunds will be issued once a team has been accepted.

● Refunds provided to teams that drop before the deadline will be assessed a $150 administrative fee.

● If the tournament is canceled prior to its start as a result of weather or acts of God, teams will receive a full refund less an administrative fee of $150.

● If the tournament is cancelled once it begins, refunds will be giving according to the following schedule:
o Three Matches Played No Refund
o Two Matches Played $100 Refund
o One Match Played $200 Refund
o Cancellation of All Matches Full Refund less $150 administrative fee.

Amount of refund is based on amount of entry fee paid.

Score Corrections

At the end of each game, each Coach or Team Administrator must carefully review and sign the game cards. Coach or Team Administrators should review posted scores to verify scores are properly recorded and contact Field Marshal and/or Tournament Director immediately of any possible errors. The scorecard is official match record and may not be changed except under the following circumstances:

● If Coaches/Team Administrators of both teams meet with tournament staff and agree to a score correction, tournament staff will correct the score and other records accordingly.

● If Referee verifies incorrect score was recorded, Field Marshal (with Tournaments Director’s approval) may correct score and other records accordingly.

● Scores incorrectly posted shall be investigated by Field Marshall by checking original match record and corrected accordingly.

Venue Rules & Restrictions

● No alcoholic beverages shall be permitted in the immediate vicinity of the playing site. No person shall be permitted to appear on, or in the vicinity of, the playing site in an intoxicated condition.

● If a team sidelines, parents, or supporters are found to have alcohol inside the complex the team will be expelled from the tournament and no refund will be issued.

● Team players, parents, and supporters are expected to behave and respect the indications and instructions by the venue staff. We will not tolerate people who think they have a right to behave badly. A team may be expelled for player, parent, or supporter behavior at any time during our tournament.

● Pets are not allowed inside the complex.

● This is a smoke-free environment; no smoking is allowed inside the complex.

● Please help us keep the games on time by immediately collecting your things and clearing your sideline after your game, this will allow the next team to move into position and prepare for the start of their game. Team players, parents, and supporters cannot wait in the immediate area (sidelines) next to fields where teams need to set up during games. If a team or its team members (players, parents, supporters) refuse to move as directed by field marshal\staff, they will be disqualified from the tournament.

● Breaking the law is under the jurisdiction of the San Bernardino Police Department, not the tournament management team. Proper authorities will be contacted as deemed necessary.

● Please obey all parking signs and complex staff. You will be cited and\or towed in areas posting “NO PARKING” signs.
